The Town of DeWitt's section of the 2025 county hazard plan records damaging thunderstorm winds on July 24, 2017, which meant cleanup and highway overtime. That is a town record of a summer storm, not a count of damaged roofs. It is a reminder that wind is a roof problem here in July as well as in winter.

A house from 1963 is more than 60 years old, so the shingles on it are commonly a later set than the original. The useful questions are how many layers are on it now and what the deck looks like. Write down what you know and tell the roofer.

What the Town says about permits

DeWitt is a town, and it asks for a permit to upgrade, alter or add fixed improvements unless the job is a minor repair. It says its Planning and Zoning office answers questions. A full replacement is probably more than a minor repair, but the Town decides, so ask the Planning and Zoning office and ask your roofer who is pulling the permit.
