These five split the way they do because the roof decides, not the salesman. What is already on the deck and how many layers of it settle whether a job is a tear-off or a repair. A slope shallower than shingles can lawfully take is a different assembly altogether. And ice at the eaves is a heat and ventilation problem that a new covering on its own will not fix.
What we arrange
Full Roof Replacement and Tear-Off
A full replacement removes every existing covering down to the roof deck, exposes the sheathing so it can be inspected and repaired, and rebuilds the roof from the deck up: eave protection, valleys, flashings, covering, ridge and ventilation. It is the only option the code leaves open once a roof carries two or more coverings, and the only way anyone finds out what the deck is doing. In Onondaga County the deck is the real unknown. The median house in the City of Syracuse dates from 1948 and 85.5 percent of city housing predates 1980, which means plank sheathing rather than plywood, unrecorded layer counts, and flashing details put in by someone whose name nobody remembers. The work is carried out by insured New York roofing contractors, and the contract for it is governed by New York General Business Law article 36-A, which names roofing expressly.

Most roofs that leak are not worn out. They have one failed detail, and the water travels along rafters and sheathing before it appears on a ceiling, often several feet from where it entered. Repair work is diagnosis first: the attic side, then the detail on the outside, then a test rather than a guess. The honest part of this service is knowing when to stop. On a roof already carrying two coverings over soft plank decking, repair money is a deposit on the replacement you will make anyway, and it is better to hear that before spending it than after.

In Onondaga County the storms that take roofs apart are winter storms and wind. The Town of DeWitt's annex to the 2025 county hazard mitigation plan scores winter weather at 67, severe thunderstorm at 61 and strong or damaging winds at 57, all in the plan's high band, while hail scores 21 and tornado 20, both in its low band. So the honest storm offer here is uplift, blow-off, fallen limbs and ice loading, not a hail campaign. The order of work after an event is fixed: make it weathertight, document it while the evidence is still on the roof, then decide the permanent repair with the paperwork read rather than signed in the driveway.

A flat or low-slope roof is a different assembly from the sloped roof above it, and in Onondaga County it does a harder job. It does not shed snow, so it carries the season's load in place, and water that cannot run off freezes and thaws in it repeatedly through the winter. These roofs are everywhere on the older housing here: front porches, rear additions, dormer tops, bay projections and the flat sections of Victorian and early twentieth century houses in the villages and the city. The Village of Liverpool singles them out, requiring a building permit for performing any work on a flat roof, including but not limited to hot tar or rubber membrane. The systems are single ply membrane, modified bitumen and, historically, built-up hot tar, and the decision between them is usually made by the drainage rather than by the material.

An ice dam is a heat problem that shows up as a water problem. Heat escaping into the attic warms the roof deck, snow melts on the upper slope, the meltwater runs down to the cold overhang beyond the heated walls and refreezes, and the ridge of ice that grows there holds standing water back under the covering until it finds a way in. Syracuse averages 123.8 inches of snow a year, an inch or more sits on the ground on around 60 days of a normal winter, and the temperature crosses freezing in both directions roughly 84 days a year. Those three numbers are the whole mechanism. The New York State Department of Health names ice dams and insufficient attic ventilation among the moisture sources that cause mold in homes, which is why this work is a mix of air sealing, ventilation, eave detailing and drainage rather than roofing alone.
