Solvay is an incorporated village within the Town of Geddes. It has its own government, its own village hall and its own code enforcement office. If your question is about a permit, start with the village, not the county, which issues none.
The housing here is old and close together. The median village house was built in 1947, and more than nine in ten homes date from before 1980. Read that as a hint about age and nothing about any one roof.
Fewer than half of Solvay homes are single-family detached houses, and about half are owner-occupied. If you own a two-family, you are the one a roofer will deal with. What to settle before a Solvay roofer starts
