What Roof Repair covers
Most roofs that leak are not worn out. They have one failed detail, and the water travels along rafters and sheathing before it appears on a ceiling, often several feet from where it entered. Repair work is diagnosis first: the attic side, then the detail on the outside, then a test rather than a guess. The honest part of this service is knowing when to stop. On a roof already carrying two coverings over soft plank decking, repair money is a deposit on the replacement you will make anyway, and it is better to hear that before spending it than after.

What changes the scope of the work
Every property is different. These are the factors that decide what the job actually involves.
The distance between where water shows and where it enters
Water runs down rafters, along sheathing seams and across the top of a ceiling before it drips. Anyone who quotes a repair from the ceiling stain alone has skipped the only step that matters.
Layer count and deck condition
A repair on a fourth layer over failing plank sheathing is money spent twice. The layer count also governs what is even lawful next: the code bars a recover at two or more existing applications, so a house at that point has only repair or full replacement in front of it.
Whether the failure is a detail or the field
One lifted flashing is a repair. Granule loss, curling and exposed mat across a whole slope is a covering at the end of its service life, and patching it just moves the next leak a few feet.
Whether ice damming caused it
Water that appears only during a thaw, at ceilings along exterior walls, with icicles at the eave, is usually backed-up meltwater rather than a hole. Repairing the covering there treats a symptom that will return every February.
Whether the attic is wet without a leak
An under-ventilated attic condenses moisture on cold sheathing and drips it onto insulation, which looks exactly like a roof leak from below. The state health department names insufficient attic ventilation as a moisture source in homes, and no amount of sealant on the outside fixes it.
What the covering is made of
Slate and asbestos-cement roofs are still in service across the older villages and the city. Both need matching material and a repair method that does not break or grind them, and where the material is presumed to contain asbestos only sampling settles what it is.
The time of year
Snow lies on local roofs for much of the winter and sealants and self-adhering materials have temperature limits. That does not mean nothing can be done in January, but it changes what a repair is: a holding measure now, a permanent one when the roof is dry.
Whether the property is a city rental
The City of Syracuse rental registry covers one and two family non-owner-occupied dwellings on a three year certificate cycle. A deferred roof leak on a rental is a compliance deadline, not just a maintenance decision, so documentation of the repair has a second use.
How the work runs
Start inside
The attic tells the truth: wet or blackened sheathing, rusted nail shanks, daylight at a flashing, the direction a stain runs. On a finished ceiling with no attic access, the entry point is deduced from the roof plan and confirmed outside.
Work outward to the detail
Chimney and wall flashings, valleys, vent boots, skylight curbs, ridge and hip caps, and the point where a low-slope porch or dormer roof ties into the main slope. That short list accounts for most leaks on a roof that is otherwise sound.
Test rather than guess
Where the source is not obvious, water is run on the roof section by section from the low side up, with someone watching inside. It is slow and it is the difference between fixing a leak and fixing something.
Say plainly whether repair is the right call
Layer count, deck condition and the state of the field decide it. A repair on a roof with a couple of seasons left is a stopgap that should be described as one, in writing, not sold as a solution.
Make the repair and record it
Photographs before and after, the materials used, and what remains outstanding. On a rental in the city that record is worth keeping for the certificate cycle.
Keep the paperwork right for the size of the job
Any home improvement work over five hundred dollars in New York needs a signed written contract with the statutory contents, and roofing is named in the statute. Smaller repairs sit under that threshold, and a written scope is still worth asking for.
When you may not need this at all
- If the roof already carries two coverings and the deck feels soft underfoot, repair money is being spent on a roof you are going to replace regardless. Ask for both numbers and choose with your eyes open.
- If water only appears during a thaw and the eaves grow icicles, this is very likely an ice dam. Fixing attic heat loss and ventilation addresses the cause; a patch on the covering does not.
- If the attic sheathing is damp all over rather than in one path, it is condensation, not a leak, and the answer is ventilation rather than roofing.
- If your slate roof has lost a handful of slates, individual replacement is normally far cheaper than any alternative and keeps a covering that may have decades in it.
- If the leak followed a single storm and shingles are visibly gone from one slope, treat it as storm damage and document it before anything is repaired.
- If the repair comes in under five hundred dollars it is below New York's home improvement contract threshold, so do not expect the full statutory contract. Ask for the scope in writing anyway.
What is out of scope
- Full replacement, which is a different scope with a different sequence.
- Disturbing a covering, siding or attic insulation presumed to contain asbestos. That is sampled first and removed by the separately regulated trade that handles it.
- Interior finishes after a leak: plaster, drywall, insulation and decoration.
- Mold remediation, which New York regulates separately as its own trade.
- Chimney masonry, crown and cap rebuilding above the roofline.
- Any promise that a repair will be the last one a roof at the end of its life needs.
- Gutter cleaning as a standalone maintenance visit.

Frequently Asked Questions
Why is the ceiling stain nowhere near the damaged shingle?
Because water travels. It enters at a flashing or a nail hole, runs down the underside of the sheathing or along a rafter until something stops it, then drops onto the ceiling. That is why the diagnosis starts in the attic and works outward, and why a repair aimed at the stain is a repair aimed at the wrong place.
Should I repair or replace?
Three things decide it: how many coverings are already on the roof, what the deck is doing, and whether the failure is one detail or the whole field. If the roof carries two or more layers, the code has already removed the recover option, so the choice narrows to targeted repair or a full tear-off. A contractor who will not answer this question directly is not the right one to answer it.
Can a leak be repaired in winter?
A leak can be stopped in winter. A roof usually cannot be properly rebuilt in it. Snow sits an inch or more deep on around 60 days of a normal Syracuse winter and around 92 inches of it falls between December and February, so the realistic winter job is a holding repair, with the permanent work done once the deck can be seen and dried.
Is a coating or a tube of sealant a real fix?
Over a failed flashing it is a way of hiding the failure for a season. Sealant belongs in the details of an assembly that is otherwise doing its job, not as a substitute for metal, laps and slope. With roughly 84 freeze and thaw crossings a year here, anything relying on adhesion alone at a moving joint is on a short clock.

Yes. The city operates a rental registry for one and two family non-owner-occupied dwellings with certificates that expire three years after issue.
